The National Electricity Market is an arrangement that connects the electricity transmission grids of Australia's eastern and southern states and territories into a single cross state wholesale electricity market. The Australian Energy Market Commission develops and maintains the National Electricity Rules that give the market its legal force in participating states and territories, the Australian Energy Regulator enforces those rules, and the Australian Energy Market Operator runs the market day to day.
