John H. Hall was an American inventor and armory engineer who proved that interchangeable-parts manufacture could be scaled to a government arsenal and matched across two factories hundreds of miles apart. Born in Portland, Maine, Hall patented a tip-up breech-loading rifle mechanism in 1811, a rear-pivoted breechblock a soldier could raise to load powder and ball directly rather than ramming a charge down the muzzle. In 1819 he contracted with the War Department to build 1,000 of his breech-loading rifles with fully interchangeable parts, and relocated to Harpers Ferry, Virginia, where he set up Hall's Rifle Works on Virginius Island using an old sawmill as his base. Over the following years he designed precision milling machinery, gauged tolerances and a fine division of labor to hold every part to a fixed standard, famously observing that one boy aided by his machines could outproduce ten men working with hand files; a government commission at Fortress Monroe in 1826 confirmed his success by disassembling 100 Hall rifles, mixing their parts and reassembling them with no fitting problems. Simeon North became Hall's contractor of choice, producing roughly 5,700 rifles under Hall's system between 1830 and 1836, and by 1834 parts made at North's Connecticut factory and parts made at Harpers Ferry were fully interchangeable with each other, demonstrating that interchangeable manufacture could scale across separate factories rather than working only within one shop.
